Pokémon will be highlighted in bold when the respective location is the best recommended place to catch them.

Back in 1996 Pokémon released two versions of the game to incite playing and trading with your friends so there's a few disparities between the games, mostly just the different Pokémon available, here's a list of the Unobtainable Pokémon for each version:

Catching Mechanics
In Generation 1 the catching mechanics were quite chaotic, back then it wasn't as sophisticated as it is today and so there were a lot of issues, thankfully Lyra made a website made a great video explaining all the mechanics which is based off of Dragonfly Cave's explanation on Gen 1 Capture Mechanics you can watch here:
To summarize the video:
- Sleep status automatically adds a flat 21.11% chance to catch any Pokémon if you throw an Ultra Ball (and 14.52% for the Great Ball), yes, including Legendaries.
- Lowering HP has thresholds, meaning for an Ultra Ball, at 33% HP, the threshold is met and lowering the HP any further won't have any impact. (50% HP for the Great Ball).
- There is no benefit to using an Ultra Ball over the previous balls if the Pokémon's catch rate is higher than the respective Ball's Generated number (255 for Poké Ball, 200 for Great Ball, 150 for Ultra Ball).
- The Great Ball has a different modifier than the Poké Ball and the Ultra Ball that affects the current HP catching mechanic, meaning that at full HP, this makes it the best ball to catch Pokémon.
In conclusion
- Sleep is broken, use it whenever possible.
- Put a Pokémon to sleep and throw Great Balls at full HP Pokémon for the least hassled odds captures.
- Best odds of catching a Pokémon with a low catch rate is Sleep + Ultra Ball under 33% HP.
Level Up Mechanics
Best place to level up without glitches BY FAR is the Pokémon League, but there's also a mechanic with traded Pokémon that increases their experience gain by 50%, so it's recommended to trade the following Pokémon to help levelling up easier:

- Dragonair
These only appear later into the game and evolve at late levels, they are the Pokémon with the highest experience requirements to level up so it's heavily recommended to trade them into your main game and THEN levelling them up.

- Omanyte - Level 40
- Kabuto - Level 40
- Ponyta - Level 40
The starters are some of the slowest leveling Pokémon, besides the initial starter of your main playthrough you probably won't be needing to level them up in their own game, instead it's better to trade them to your main game for faster leveling in your main playthrough.
Mew Glitch
There is absolutely no legit way of getting a Mew until the third Generation of Pokémon games, so the only way to obtain one is through cheating or glitching the game. Luckily, there's multiple glitches that can be executed to obtain a Mew, you can check some of them at Bulbapedia.
The earliest and recommended way of doing this is, before fighting Misty, avoiding these two specific trainers:
First, catch an Abra, heal at the Cerulean City Pokémon Center and follow the instructions below:
Save here, this is where you wanna start the glitch
Go down one tile and before the trainer reacts you press Start immediately
Use Abra's Teleport ability to warp to the Pokémon Center
Walk over to the Nugget bridge and the Start menu will prompt, close it to start the battle with Mew
You must defeat him to continue the glitch
Walk from the Pokémon Center to the Gym and fight this trainer
